Executive Director – Mr. Koy Chamroeun

         Mr. Koy Chamroeun is a distinguished Buddhist scholar and social development leader with over a decade of experience in Buddhist education and nearly 20 years of professional leadership with local NGOs, international NGOs (INGOs), UN agencies, and relevant ministries in Cambodia. He holds a Bachelor’s degree in Human Resource Management, a Master’s degree in International Business, and a Diploma II in Buddhist Studies, and is currently pursuing a Ph.D. in Public Administration, specializing in Leadership and Good Governance.

         Mr. Chamroeun has completed extensive professional training in good governance, social work, project and financial management, gender equality, economic empowerment, human rights, and climate resilience. By integrating Buddhist wisdom with contemporary management practices, he promotes ethical, inclusive, and sustainable approaches to human and social development.

        From 2003 to 2009, he provided Buddhist education to approximately 1,000 children annually, cultivating moral values, mindfulness, and ethical leadership. Since 2009, his leadership in community and development programs has positively impacted an estimated 2,000 Cambodians per year, including marginalized and ethnic communities, through initiatives in education, social empowerment, and inclusive development.

       Mr. Chamroeun has successfully designed, managed, and led multi-sectoral development programs encompassing gender equality, women’s and children’s rights, safe migration, economic empowerment, climate change adaptation, disaster risk reduction (DRR), and good governance. He possesses deep expertise in results-based management (RBM), monitoring and evaluation (M&E), financial oversight, and donor compliance, and maintains strong collaborative networks with UN agencies, INGOs, local NGOs, and government ministries, ensuring effective, high-impact program delivery.

            As Executive Director, Mr. Chamroeun provides strategic and operational leadership, overseeing organizational planning, policy formulation, resource mobilization, and partnership development. He champions transparency, accountability, gender mainstreaming, and sustainability in all organizational operations.

          He is also actively engaged in advancing gender-responsive climate action, including Community-Led Inclusive Climate Resilient (CLICR) WASH projects, strengthening the capacity of government institutions, private sector partners, and community leaders to promote inclusive, climate-resilient, and sustainable development practices.
